Hello Steven,

For Chinese study in your case should be the Suzhou University.

Here are lots of apartments available ... should be also possible to get one in your price range, when you do not need to live for example in SIP ... there the apartments are more expensive. But lots of students also share apartments ... you need to come and figure it out.

Here are also places to dance ... you can see some pictures of the nightlive on this website ...

I would start in one small hotel downtown ... and then you can start your searching ... for hotels you can check on ctrip.com
